Implementation of the Tobacco Hazards Prevention Act and Promotion of Tobacco Harm Awareness
Date:2026-04-16To create a smoke-free environment and implement legal regulations, all citizens and guests are requested to comply with the following provisions:
1. Regulations on Non-Smoking Areas
1.1 Educational and Childcare Facilities: Smoking is strictly prohibited in all indoor and outdoor public areas of universities, schools at all levels, kindergartens, childcare centers, and home-based childcare settings.
1.2 Public Parks and Medical Institutions: National parks, scenic areas, recreational areas, public green spaces, sports grounds, and medical institutions are completely smoke-free, except for designated smoking areas.
1.3 Public Transportation: The use of any tobacco products is prohibited on public transportation, taxis, tour buses, and at stations.
1.4 Entertainment Venues: Smoking is completely prohibited in bars and nightclubs (except for indoor smoking rooms with approved independent air conditioning and partitions).
2. Penalties and Fines
2.1 General Violations: Individuals smoking in non-smoking areas will be fined between NT$2,000 and NT$10,000.
2.2 Transportation Violations: Violators smoking on public transportation or at stations may face a maximum fine of NT$10,000.
3. Ban on Electronic Cigarettes and Heated Tobacco Products (HTPs)
3.1 General Ban: Electronic cigarettes and designated tobacco products (heated tobacco) that have not passed a health risk assessment are completely prohibited.
3.2 User Penalties: Users of these products may face a maximum fine of NT$10,000.
3.3 Importation Ban: It is prohibited to bring electronic cigarettes or unapproved heated tobacco products into the country when returning from abroad; violators will be fined between NT$50,000 and NT$5 million.
4. Protection of Minors and Pregnant Women
4.1 Supply Prohibition: No person shall supply tobacco products or the necessary combination components of designated tobacco products to persons under the age of 20.
4.2 Prohibited Methods: It is forbidden to use force, enticement, or other means to cause pregnant women or persons under the age of 20 to smoke.
4.3 Penalties: Those who violate these provisions will be fined between NT$10,000 and NT$250,000.
5. Smoking Cessation Resources
5.1 Subsidized Treatment: Persons aged 18 and older who visit smoking cessation clinics are exempt from co-payments for smoking cessation medications, regardless of their status.
